Method
- Grease a 13x9 baking dish and set aside.
- Preheat oven to 350°F.
- Shred the head of cabbage and spread it into the baking dish.
- Evenly Salt and pepper the shredded cabbage.
- In a small mixing bowl, mix together the milk, sugar, flour, and onion powder.
- Pour the mixture over the shredded cabbage.
- Drizzle oil over the cabbage.
- Cover the dish with foil.
- Bake for about a half hour, then stir the cabbage.
- Recover and bake for another half hour.
- Remove the foil and bake for another 20 to 30 minutes to crisp or slightly brown the top.
- NOTE: Watch this closely, once you remove the foil the cabbage can burn.
