Cook the carrots and green beans, set aside.
Next saute the mushrooms, garlic, and onions in oil until they are soft and set aside.
In a large measuring cup, blend together the water, milk, vegetable broth, salt, pepper, onion powder, and flour, set aside.
On medium heat, in a medium sized sauce pan, melt the margarine.
Next add the measuring cup of mixed ingredients to the margarine.
Continue to heat and stir the mixture until it thickens.
After it has thickened, stir in the cooked vegetables and sauteed mushrooms, remove from heat.
Toast your bread, spread margarine on the toast.
Plate the toast and scoop the gravy on top to serve.
