In a medium sized mixing bowl, add the vegan mayo, lime juice, garlic, and onion powder and whisk together until blended.
If using fresh cilantro, finely chop, add to the mixing bowl, and fold into the mayo mixture.
But if using a dried cilantro, add with the other ingredients and blend.
Pour the mixture into a pint jar, cover and place into the refrigerator for 1 to 2 hours before using. This way the spices will marinade into the aioli.
